ganglion cyst lt ankle

my father is 65 years old in the past 4 years he has had a ganglion cyst removed from him lt ankle 2 times. this cyst has returned again for the 3rd time. it seems to be very uncomfortable for him to walk or exercise as it causes pain and fluid accumilation under the skin. is it possible to completely remove a ganglion cyst surgically? what type of doctor should be doing this surgery? is there any type of medication or alternative med that he could be taking to shink or cause this cyst to reabsorb? what is the likelyhood that this cyst will return if he has a 3rd surgery? his medical history includeds hypertension and high cholesterol. he is not compliant with his medications but i am not aware of a corelation between the htn,cholesterol and ganglion cysts?
