breast lump in the elderly - Should lumps be removed regardless if it is cancer?

my grandmother, age 95, has recently had a needle biopsy of a lump in her breast. She will go back soon to be told if it is cancer. Her doctor, in a really small town, has told her the lump should be removed regardless if it is cancer or not. She is in good health, she takes no medicines, but has some dementia. Please advise.
