black and blue marks on legs

what can be the reason of blue marks appearing on my legs.....these marks are not regular but they seem to appear after a month or even after 3-4 months............

My daughter Is 5 yrs old and I kno that she's a kid and should have black and blues but hers to me are a little Extreame. She has them like all over her lower legs from the knee down, and gettin them on her arms from the elbow and up. Like I just found a new one last night on her arm and it was so bad it had a lump under it and it looks horrible. Does any of this mean anything??
