Pediatrics; care of uncircumcised 5 year old, should foreskin be retractable

my son is 5 years old. he is not circumcised. his foreskin does not retract over the head of his penis, you cannot even pull it back enough to see it at all. his first pediatrician advised me not to do naything, such as retract it. my mother-in-law says this is all wrong and it should fully retract now and because i did not properly take care of it, he will need to be circumcised. is this normal or is there a problem?
